Research On Industrial Structure Optimization Under Environment Restriction In Xinjiang

The traditional industrial structure focused on industry proportion andinput-output linkages among different sectors, and industrial structure adjustment paidattention to the maximization of total output. But, it ignored the resource constraintsand environment bearing capacity, and caused the contradictory situation between theeconomic development and environmental restriction. It is difficult to achievesustainable development.In this paper, from the generalized point, environment is defined as all naturalenvironment including the energy and environmental pollution. So, studying theXinjiang industrial structure optimization in the constraint of environment refers torealizing the industrial structure optimization of economic growth target under theenergy consumption and pollution emissions constraints.Different industrial structure and models of industrial development on energyconsumption and environmental impact varies greatly, therefore, optimization of theindustrial structure relates to the quality and sustainability of economic growth.Because of the energy shortage, environmental pollution and other pressures andconstraints, it is extremely important for a country or region that exploring theoptimization of the industrial structure of Xinjiang in the constraint of environmentfor achieving the coordinated development of economy and environment. In the earlyof12thFive-Year, studying the optimization of the industrial structure underenvironmental constraints, not only is the inevitable requirement of economicdevelopment of Xinjiang, also is of great significance on Chinese economicdevelopment and social harmony and stability. The following is the main researchcontents of this article.Firstly, this paper analyzes the change feature of Xinjiang industrial structure andcompares the feature with national; and studies the influence of industrial structure onenergy consumption and emissions of pollutants.Secondly, by understanding the general theory of multi-objective programmingmodel, we build multi-objective programming model under the constraint ofenvironment for adjustment of industrial structure in Xinjiang, and the model isvalidated. Thirdly, this paper comes to the industrial structural adjustment programs toachieve the12thFive-Year Plan, and puts forward the trades of needing to focus on thedevelopment in Xinjiang, the trades of needing to encourage the development, thetrades of needing to control the development and the trades of needing to limit thedevelopment.
