Study On The Rationalization Of Zhejiang's Industrial Structure Under Its Energy And Environment Constraints

Energy and environmental issues has become very important in the process of Zhejiang's economic development with the development of market economy and the deepening of the reform process. Economic growth is increasingly constrained by the multiple pressures of resources'lackage, energy shortages and environmental pollution. Based on the present and the future, explore Zhejiang's industrial restructuring under the energy and environmental constraints has a very important strategic significance for its economic development.Based on the theory of industrial structure rationalization and sustainable development, according to Zhejiang's reality, started from the relationship between industrial structure and environment, combining the multi-objective planning theory in Operations Research and input-output table of Zhejiang, This paper established a optimization model included three objective functions and six constraints. Then designed four static simulation program, through readjusting the configurations of30industry sectors, achieving the purpose of optimizing. Then worked out the general direction of Zhejiang's rationalization of industrial structure, provided a reference for the sustainable development of Zhejiang's economy.The empirical results show that, the general direction of Zhejiang's current industrial structure rationalization is striving to develop various sectors of tertiary industry which are high value-added, low energy consumption and low pollution, and many equipment manufacturing sectors which has high-tech nature in industry sector like General-special equipment manufacturing industry, communication equipment, computers and other electronic equipment manufacturing, electrical machinery and equipment manufacturing, instrumentation and office machinery manufacturing, etc. While some pillar industries of Zhejiang like the textile industry, chemical industry and textile, leather and feather products industry, etc. On the one hand, they are very important in Zhejiang's economy. On the other hand, they should be transformed and upgraded quickly to adapt to the new economic development because its nature of low value-added or more serious pollution. Finally, the research gives some related suggestions on Zhejiang's industry structure rationalization.
