Adjustment of industrial structure and economic growth, resource use and environmentalpollution are closely related, different industries have great differences in the structure ofenergy consumption and environmental pollution, and therefore, the quality of a country orregion ’s economic growth and sustainability of the industrial structure with reasonable or notthere is a direct relationship. Resources to provide the material basis for economicdevelopment, exploitation and utilization of resources is relying on the environment; Witheconomic development, scarcity, environmental destruction and ecological carrying capacityof the environment resources are limited nature of China’s economic development will haveimportant affected. Therefore, for a country or region, the energy and the environment are twofactors into industrial structure optimization in order to achieve the goal of economicdevelopment and coordination of resources and the environment has important practicalsignificance.Xinjiang is located in the western border region of China, is the western developmentstrategy of our country occupies an important position, but also China’s economic opening tothe West ’s energy strategy and an important bridgehead base; thirty years in China’s reformand opening up, economic Xinjiang Despite remarkable achievements, but in the long formof the construction of Xinjiang resource industries based industrial structure, and extensivelong-term growth in this way, therefore, in the process of economic growth will inevitablybring severe resource environmental problems. Although Xinjiang is rich in natural resources,but is located in the western border region of Xinjiang fragile ecological environment,exploitation of natural resources to the local environment brings destruction. And with theeconomic development of Xinjiang, Xinjiang energy consumption increased rapidly in recentyears, Xinjiang ’s energy balance can also be seen that the energy deficit in Xinjiang began toappear; limited resources for unlimited needs and environmental resources carrying capacityof the environment itself the main reason for the contradiction between resource andenvironmental constraints exist. Therefore, in the severe environmental problems of energy,both national and local levels proposed emissions-reduction targets. Xinjiang "Twelfth Five-Year" Plan stated development goals, the region’s average annual GDP growth of more than10%, the industrial structure more reasonable, significantly improving the quality and level of development of three industries, significantly improve the efficiency of resourceutilization, effective control of yuan production the total energy consumption, promote thehealthy and orderly development of Xinjiang fast.This paper studies the optimization of the industrial structure in the energy andenvironmental carried down two constraints. On the basis of the industrial structure theory,the theory of sustainable development and energy conservation, and other related theories,Xinjiang industrial structure optimization studies. This article made the followingarrangements: In the third chapter, the first of the industrial structure to analyze currentsituation in Xinjiang, Xinjiang in recent years found that continuous adjustment of industrialstructure presents a state, but the level is still relatively low compared to the nationalindustrial structure was heavy trend. Then on the Effects of Industrial Structure Adjustmentof energy consumption was analyzed and found that the total energy consumption in Xinjiangwas a rapid growth trend, energy consumption structure is relatively simple, mainly coalconsumption; from Xinjiang ’s industrial structure of energy consumption and cointegrationpoint of view, has a long-term co-integration between the two relationships, changes in theindustrial structure changes will directly affect energy consumption; Finally, the environmentand industry structure empirical results can be seen in Xinjiang ’s industrial structureadjustment and environmental contaminants there is a long-term emissions cointegration;initially concluded: control energy consumption and environmental emissions of pollutantsby the adjustment of industrial structure to achieve. Preliminary conclusions by analyzing theresults of the third chapter can be achieved on energy consumption and environmentalemissions of pollutants controlled by adjusting the structure of the three industries in thefourth chapter of the adjustment of industrial structure in Xinjiang under the dynamic energyand environmental constraints simulation analysis. Mainly through the construction ofmulti-objective programming model, a quantitative analysis of how the strategy implementedby adjusting the industrial structure of Xinjiang to achieve sustainable economic andcoordinated development of energy and environment.The empirical results show that the current industrial structure optimization direction isto rely on resources in Xinjiang region, extending the leading industry chain, while enhancingindustrial competitiveness, increase the added value of products, reduce energy consumptionand environmental pollution. Focus on the development of the industry of oil and gas exploration industry, electricity and heat production and supply industry, chemical industry,and food manufacturing and tobacco processing; need to encourage the development ofgeneric special equipment manufacturing industry, transportation equipment manufacturing,electrical machinery and equipment manufacturing, communications equipment, computersand other electronic equipment manufacturing, textile and textile, leather jackets and theirproducts; need to control the development of the industry is coal mining and washingindustry, fabricated metal products and other industries; need to limit development of theindustry is the metal mining industry, and other non-metallic mineral mining industry,non-metallic mineral products industry, metal smelting and rolling processing industry,handicrafts and other manufacturing industries.
