Research On Performance Evaluation System Based On Voluntary Environmental Regulations

In the international market, it is becoming one of the important ways in theglobal economy that leading enterprises implement voluntary environmentalregulation by ISO14001environmental management system certification, cleanerproduction and environmental information disclosure. The number of enterpriseswhich have ISO14001certification in china has reached the second place. More andmore enterprises in china implement voluntary environmental regulation. However, inthe field of domestic and international research, enterprise performance evaluationsystem based on voluntary environmental regulation doesn’t develop at the same time,which can’t evaluate the comprehensive performance of these enterprises reasonablyand effectively.The main goal of this paper is establish enterprise performance evaluation systemand model based on voluntary environmental regulation and make a study on thecomprehensive performance of enterprises which implement voluntary environmentalregulation. It is hoped that enterprises which have implemented voluntaryenvironmental regulation could get a message. It is also hoped that more enterprisesjoin in the line of enterprises which implement voluntary environmental regulation.Firstly, reviewing the research on enterprise performance evaluation systemsimilar model in voluntary environmental regulation of domestic and foreign scholars,it is found that a performance evaluation system based on voluntary environmentalregulation could be constituted only by taking environmental considerations intobusiness performance evaluation system. So, a performance evaluation system basedon voluntary environmental regulation in this paper join environmental dimensioninto the traditional balanced score card which consists of the financial perspective,customer perspective, internal process perspective and learning and growthperspective and select some specific indicators for these five levels respectively. Onthe basis analysis of the merits of a variety of enterprise comprehensive performanceevaluation method, this paper use fuzzy comprehensive evaluation method to buildthe business performance evaluation model based on voluntary environmentalregulation by combining expert evaluation and quantitative test system. At the sametime, we use the analytic hierarchy process on all levels of indicator weights to identify and allocate in order to make the index weight of all levels more scientificand reasonable. Then, we make fuzzy comprehensive evaluation on the overallperformance before and after the implementation of the voluntary environmentalregulation of the H Company which has gain3system certification by using theperformance evaluation model based on voluntary environmental regulation. It isfound that the implementation of voluntary environmental regulation can improve theintegrated enterprise performance.
