Xinjiang coal chemical industry is an important part of the coal industry inXinjiang, and bears in the important task of the eastern coal industry transfer, andrelated to the sustained, healthy and stable development of Xinjiang’s nationaleconomy. But the coal chemical industry has a natural monopoly, negativeexternalities, and widespread water shortages in Xinjiang, and the immaturity of coalchemical industry technology, lead to the development of the Coal Chemicalencounter many problems. The inefficiency and asymmetric information caused bynatural monopoly, externalities arising from environmental pollution, the scarcity ofwater and the immaturity of the coal chemical technology and other issues willinevitably restrict the development of coal chemical industry in Xinjiang. Therefore,Xinjiang government regulation on the Xinjiang Coal Chemical to the healthydevelopment of the coal chemical industry in, to promote Xinjiang to shape theproduction methods and consumption patterns of resource-conserving,environment-friendly have important significance.Article research the government regulation of Xinjiang’s coal chemical industrythe basis of domestic and foreign government regulation of research results andexisting theory of regulation. First, it describes the current situation and existingproblems of the coal chemical industry, Xinjiang’s coal chemical industry have theproblems of water shortages, regional environmental carrying capacity, policyconstraints and technical limitations through research, and simple recount our countryand Xinjiang’s coal chemical regulation policy by now. Second, get the theoreticalanalysis of the costs and benefits of government regulation of Xinjiang’s coalchemical industry by the cost-benefit analysis, obtained regulatory agenciesadjustments the regulatory policies timely and appropriate according to therelationship between regulatory costs and benefits of the coal chemical. Finally, raisethe constructive comments for the government regulation of Xinjiang’s coal chemicalindustry on the basis of the above study.
