Discussion On Energy Security In The Development Of Coal Chemical Industry In China Under The Background Of Government Regulation

Coal is a source of energy resources. To guarantee a long-term and stable coal resources, coal chemical industry transformed product supply and satisfy the sustainable development requirements of national economy is an important issue to be investigated and settled our government public administration. Currently there are many problems in government regulation of coal chemical industry, which find expression in unreasonable market access and product coal chemical industry product pricing mechanism, lack of flawless strategic coal chemical industry reserves system and early warning system, and imperfect government supervision and administration of coal chemical industry enterprises and its market. Based on the result analysis of government regulation theory, competitive market theory and modern natural monopoly theory, different industrial policies will necessarily be carried out at the stage of being for upstream and downstream of coal chemical industry. From viewpoint of long-term development, mitigating government regulation of coal chemical industry by comparing regulation policy with competition policy is inevitably a more efficient system. In order to guarantee the security of energy supply in China, the government is requested to transfer its functions, enhance its supervision and administration of coal chemical industry, change the present situation in which big enterprises monopolize the industry and function as the government, and mitigate government regulation market access and pricing to form an orderly competitive situation. Meanwhile, the government is also requested to learn from developed countries advanced experiences in energy supply security, establish an insurance industry safety and harmonious development of the legal system, improve the industrial development environment, bring its leading effects into play, improve energy and coal chemical industry security early warning mechanism, build up strategic coal chemical product reserves, enhance the investment of technological innovation to guarantee the security of energy in China in the 21st Century.
