With the development of economic competition and globalization become more and morestrengthen. Facing Competition of Multinational corporations and State-owned enterprises.The environment for the development of science-and-technology-based SMEs(Small andMedium-sized Enterprises)is more complex and full of uncertain challenges and theDevelopment of space is further limited. Then how to further refine the vitality of theenterprise organizational innovation from internal social capital of the SMEs has become animportant direction for the development of enterprise. Internal social capital which featuredmainly as networks, trust and cognition becomes a new form of social capital and a newtheoretical perspective, which has important significance for the interpretation ofscience-and-technology, based SMEs’technological innovation behavior.Base on the research of relevant literatures, this paper supposed a conceptual model betweeninternal corporate social capital and Organization innovation behavior. Using a internalsocial capital framwork, this paper identified structual, relational and cognitive dimention ofinternal social capital. Than using organizational climate for innovation as a manipulatedvariable, by the Questionnaire and empirical analysis, the paper draws some conclusions asfollows:1. The level of structual, relational and cognitive dimention of internal social capital havepositive effects on Organization innovation behavior cooperation ofscience-and-technology-based SMEs, internal social capital promote the Organizationinnovative cooperation activities.2. Management Innovation have positive effects on Technological innovation.3.Organizational climate for innovation has a significant role in the regulation of internalsocial capital and organizational innovation behavior. By statistical analysis concluded thatLeadership style, the grow and learn, team support and job autonomy intend to besignificantly positive correlation.Research results enables us to better understand the internal corporate social capital,organization innovation behavior and organizational climate for innovation, Finally, thepaper put forward the Management Implications, and point out the research limitations andfuture directions.
