Research On The Social Security Of Cultivated Land Resources

With the proceeding of industrialization and urbanization, on the one hand cultivatedland need safeguard the country on the food safety, protect farmers’ employmentopportunities and maintain the social stability；on the other hand offer development space forurbanization and the second and the third industry,but commandeering cultivated land blindlyand disorderly has affected the development of our agriculture severely, weakened the foodproduction and shaken the foundation of the social stability. At present,with the thedeterioration of resources environment and sharpness of the social contradictions, this issuehas increasingly prominent. One of the ideological root which is producing the problem ispeople partial Understanding the value of the cultivated land resource for a long time.Thisrecognition for cultivated land resource just stay in a simple or special economic value,butneglect the social and ecological value, But when cultivated land is transferred tonon-agricultural，the price only embraces economic value.That leaded to low price，and toomuch cultivated land was becoming into non-agricultural lnad and resulting in waste, theinterests of farmers were damaged. In addition, for the reason of long-time existedurban-rural dual structure, the lack of social security system in rural areas and the currentland system, farmlands mainly assume the function of social security, studying the rural landsystem from the perspective of its social security function provides a new perspective andanalytical framework for the study of Chinese land system,also has important meaning forestablishing and consummating the rural social security system.This paper analyzed the reasons of cultivated land owners’damaged interests from thecultivated land social security and land compensation,then with the basis on the analysiscomparison in our country’s existing farmers’ land for social security system and referenceexperience of social security for other countries, according to China’s specific provisions andthe economic level, worked out the social security of cultivated land value taking LinXiacounty of Gansu province as an example, suggested that the related supporting measuresjudging by the calculation results. The main research content included the following aspects:(1)Defined the cultivated land social security function and value, expounded cultivated land social security value measurement method at home and abroad, lay the theoreticalfoundation for this article continuing to study.(2) In view of China’s rural social security status, analysed the cultivated land socialsecurity function structure,influencing factors and the influence on the agricultural production(3)Studied related institutional arrangements and the change process of China’s ruralland system and the social security system,mainly directed at land requisition system on theinfluence for the cultivated land social security function.(4)Taked LinXia county of Gansu province as empirical research area, quantitativelyestimated cultivated land social security value,studied the practical application in landcompensation.The result indicates that cultivated land resources have an enormous social value, andthe value of the insurance of basic life is much significant. Studying the social securityfunction and cultivated land value measure is important for safeguard farmers’ basic rights,the compensation for requisition of land and cultivated land protection,and providing theresearch foundation for establishing the system of rural social security.
