The report of Seventeenth Congress of the Chinese CommunistParty puts forward clearly: the establishment of a harmonious society andacceleration towards the well-off is based on acceleration to solve thehousing problems of low-income families, which strives to make thepeople of the whole country to have a place to live in. With China’scontinuous improvement of people’s living standard and the expandingdemand on the real estate market, improving housing livelihood projectbecame a priority in government work. In the process of housing reform,considering the different income levels of residents’ economic ability, thegovernment puts forward to build multi-level housing supply system, soas to solve the housing problems of different income levels of residents.In current situation, most of the residents in China are low-income earners, thus improving low-income housing difficulties is the housingsystem’s center of gravity. Establishment and improving the multi-levelhousing supply system which mainly deals with economic applicablehousing emerges as the times require. Economic applicable housingpolicy in the past few years has achieved remarkable progress inpromoting China’s urban housing system reform, improving the livingconditions of low-income families, the adjustment of housing supplystructure and enlarging the residents of housing consumption. Theapplication of economic housing development will not only meet thehousing needs of low-income residents and promote housing distributionsystem, but also will play a positive role in maintaining social stabilityand the development of national economy. However, due to the latestarting and imperfection of China’s housing security system, there aresome deviations in practice, which can not reach the preset policy targeteffect. Low income groups were subjected to security and welfare is stillvery limited. If we cannot solve the basic housing problem of low incomegroup, social development will be harmed by unstable factors. Moreseriously will even affect the whole national economic and socialdevelopment. Therefore, it is very important to improve the affordablehousing system and develop a suitable for China’s development of thehousing security system.This text has introduced the general theory ensured in house at first, including Maslow’s hierarchy of needs, fair to assign thetheory,thus established the theoretical foundation for following research.Then the present situation of Shanghai economy housing development isoutlined. Next the text analyzed the supply and demand situation ineconomy housing and the existing problems of the current Shanghaieconomy housing policy in the process of operation. Through drawinglessons from the housing security experiences and development modes ofadvanced foreign countries and other domestic cities combined with theactual situation of Shanghai City, in the end, the article put forwardseveral suggestions to further improve the affordable housing policyincluding accelerating China’s affordable housing legal constructionprocess, improving the affordable housing exit system, buildingaffordable housing rental system, reasonable selection of affordablehousing area, improving the supporting facilities and accelerating buildperfect housing financial system.
