The Study On The Economical Housing Policy In China

Economical housing policy is one of important housing guarantee policy in China for the lower and medium income families, which not only can ensure rights of poor families, but also can narrow the economic disparities and promote social equity. Economical housing system had played significant roles since it was gradually implemented in China in 1998, however, those problematic issues are putting the system into a dilemma whether to keep or discard.According to overseas experience and lesson, the housing public policy must adapt with the housing market conditions, when the housing market supplies areextremely short, we must use the public housing policy, directly or indirectly raise the public housing by the government, it can effectively increase the housing supply; After the question that" the room is hurried" has been to obtain the alleviation, the housing market main characteristic is that the housing supplies is relatively short, using the pattern of housing producer subsidizes not only can increase the housing supply but also can lighten the government financial burden; When the housing market principal contradiction is the poverty housing disbursement is too heavy, using the policy of housing consumer subsidizes is better than others.This study examines the dynamics and effects of economical housing by investigating economical housing implementation in Beijing as a case study. This article applies to Beijing's economic evolution of housing policy, the development of empirical research as an example, through visits Beijing in the implementation of affordable housing problems in the process and the situation, analyze the economic development of housing policy problem with the existence of the status quo; and on the basis of management study, public economics, public policy and other aspects of the theory of knowledge, the public housing foreign advanced experience, analyzed and summarized in Beijing since the economical housing policy since the implementation of the pros and cons of management and direction of development proposed to reflect the actual situation in Beijing forward-looking, scientific and operatic(?)al policy recommendations and measures. In this thesis, systematic study of China's economical housing policy, the theoretical basis, resulting in the development of the background and conditions, the system of our country on economical housing policies and developments in the implementation process, as well as the main problems, as appropriate for the city's housing policies that can be operable solution, but also from the perspective of long-term, clear the room in Beijing by the appropriate policy-oriented development.
