The Economical and Appropriate Housing(E&AH) policy is an important component of our housing policy. It is a significant strategy for the government to resolve the housing problems of mid&low-income residents, promote the reform of urban housing system , implement the integration of housing industry and the national economy development. This article took Wuhan city as an example,systematically reviewed the background, development and implementation of the E&AH policy. Then analysised its achevements and problems exhaustively. This policy has played a key role in keeping the real estate industry's sustaining and healthy development, keeping the housing market price's relative stabilization and improving the house security system. But it also has four primary problems: the supply is far smaller than the demand, the house area is oversized meanwhile the total price is excessively high, the sale method is disputed and the land supplying is in a dilemma. These issues have their roots in the E&AH policy's flaw. However, in the perspective of institutional change, considering the situation of our country and learning the advanced experience of overseas housing security policy, the E&AH policy must persist for a long time. Therefore, it is urgent to reform and improve the E&AH policy. To redefine the goal of the policy, to provide legal protection as soon as possible, to establish a long-term implementation with dynamic adjustment mechanism, to promote the policy innovation actively are the effective ways. Finally, the new E&AH policy was conceived and its advantages and the issues unresolved were discussed.
