Research On Technical Efficiency Of Beijing High-Tech Industry

Since the late twentieth century, the high-tech industry which is high investment,high return, technology intensive and resource intensive has evolved to reflect theimportance of scientific level of a country and lead the development of new economicgrowth. Technical efficiency relates to an industry or business viability anddevelopment opportunities, is an important way able to effectively improve the areaor industrial economy. Beijing,as the capital of China, enjoy the rich investment intechnology resources, government support and other advantages, meanwhile, it facesthe important task force for the contribution to our country’s economic development.Thus finding the reasonable method to analyze the technical efficiency of Beijinghigh-tech industry is particularly important.Through the summarize of the method on the current efficiency evaluationdomestic and international, using the three stage DEA model, this paper calculates thetechnical efficiency of Beijing and the other27provinces high-tech industry, then itanalyzes the technical efficiency of the Beijing internal five sectors and compares thedifferences between Beijing and the other27provinces. The model this article usedcombines the advantages of original DEA and SFA method, considers theenvironmental indicators properly and adjusts the environment variables and randomdisturbance of the influence of input factors, which makes the results more objectiveand effective. Through the industry comparison with five sectors of Beijing, we canget the situation of the technical efficiency of Beijing and the differences betweeneach sector, the paper finds that the total technical efficiency of Beijing high-techindustry is good, but still not arrive the efficiency front. What’s more, the five internalsectors have its own characteristic and act an unbalance development in the whole.Through the area analysis, we can get the situation of the technical efficiency ofBeijing in the whole country and the differences between each province. The researchfinds Beijing is one of the top technical efficiency provinces but not the best one,meanwhile, in recent years the growth is slow and appears occasional down, whichshould cause enough attention. Finally, this article finds labor quality, ownershipstructure, market competition, government support and industrial technologyinnovation as five impact factors of the technical efficiency of Beijing high-techindustry, and puts forward some relevant countermeasures, which has significant meaning for Beijing to develop policy suitable, reasonable allocate the science andtechnology resources, increase the technical strength, and promote the economicdevelopment.
