Technical Efficiency And Its Influencing Factors Of High-tech Industrial Development In Shaanxi Province

With the development of reform and opening-up, the contribution to China's economy of high-tech industry is rising continually. The development of high-tech industry will become a central trend in the future. However, the development of China's economic growth is always accompanied by high-input and low-output, high-energy-consumption and low-efficiency. Therefore, it is necessary to study the technical efficiency of the high-tech industry because of its direct effect on our country's economic growth rate and quality.The high-tech industry of Shaanxi Province is the research object of this paper. According to the efficiency of theory, the paper selects the panel data of Shaanxi Province's high-tech industry since the Development of Western Region and applies AHP and DEA methods to analysis the technical efficiency (including pure technical efficiency and scale efficiency) from the three perspectives of region, industry, and high-tech industry development zones of Shaanxi province.The results show that the technical efficiency of high-tech industry is rising since the Development of Western Region, but the input and output of the development process is unreasonable. It still needs to improve the ability of technological innovation continuously. From the view of industry, high-tech industry of Shaanxi Province has established a number of pillar industries and developed well. However, the big resources waste in the five high-tech industry development zone of Shaanxi Province reveals the problem of in efficiency of technological innovation and management system. Based on these results, the paper applies regression analyze the data and finds that the human capital and capital are the main factors of technical efficiency of high-tech industries in Shaanxi Province. Accordingly, it gives the methods how to improve the efficiency of Shaanxi Province.
