Recently, more and more serious food safety incident is gradually becomes a socialissue involved in the public anxiety. Therefore, we not only need to pay sufficient attentionto the issue of food safety, but also need to further explore the underlying reasons to causevarious types of food safety incidents. It is need to enhance the food safety researches andthe social impacts from food safety. The foods corporate social responsibility need betterregulation and supervision. And the foods quality control organizations need to beimplemented. This dissertation focused on the food safety issue, the underlying reasons offood safety incidents and the social impacts from food safety are the two importantresearches. The definition and concept of food security is detailedly elaborated, and theunderlying reasons of food safety incidents from a variety of typical food safety issueswere presented. Based on the theory of the food supply chain, the food circulation linksand critical control points prone to foods security were analysised. And the theory ofcomplete social responsibility to protect food safety was proposed. The conformity theoryshowed that the consumers’ choice and participation would further impact the food safety.Based on above studies, the paper presents a food safety control strategy which composedwith the foods producing enterprises, the quality control departments and the consumers’participation. It is involved a full range of social responsibility system from foodproduction, quality control and consumer. A suitable system adapts for our country, andwhich is based on the HACCP food safety risk monitoring and evaluation is proposed. Thisresearch has important value for prevention of food safety incidents and promoting ourfood safety problems.
