Based on the advantages of local resources, resources cities in its historicaldevelopment, which have been committed to resources exploration and its primaryprocessing, play a critically supportive role in the formation and development ofindustrial economic system in our country and makes great contributions to the rapidgrowth of national economy. Most resources cities, located in inland remote areas, areconfronted with situation of “mine exhaust and city declines” due to economic systemshunt and reduce in national finance as well as long extensive exploration in resources.Yanan, as a representative of resource city, its economic growth is faced with risks in lackof endurances despite the fact that it is rich in resources; its economic growth isincreasingly restricted by the amount of oil and coal. Therefore, in order to makeresource city sustainable development and prevent its economic growth from declining,new economic growth point should be immediately selected and cultivated. At the sametime, substitution industry should be also developed.This paper centers on the selecting and cultivating new economic growth point inresource city by means of combination between empirical analysis and normativeanalysis, qualitative and quantitative analysis. The paper can be divided into sevenchapters. Chapter one which serves as introduction mainly talks about reasons ofchoosing this topic and its research significances; literature reviews home and abroad;research methodology; framework of the paper and its originality. Chapter two is atheoretical analysis on selecting and cultivating new economic growth point in resourcecity based on the recent researches in relevant resource cities. The main contents includethe definition of resource city; life cycle theory of resource city development; economictransition theory of resource city; the selecting and cultivating theory of new economicgrowth point. Chapter three systematically summarizes the numbers, distributions, types and basic features of resource cities in our country as well as analyzes the majorproblems facing resource cities and concludes the history of selecting and cultivatingnew economic growth points in resource city, achievements together with its experiences.Chapter four analyzes economic development situation in Yanan city, its main problemsand causes as well as the necessity in selecting and cultivating new economic growthpoint. Chapter five makes SWOT analysis for Yanan in selecting new economic growthpoint and elaborates basic principles in selecting new economic growth point as well ascertain industries in Yanan as new economic growth points. Chapter six analyzesunfavorable factors in new economic growth points in Yanan and provides somemeasures.The originality of this paper are follows: firstly, based on the existent problems andits reasons of decline in resource cities of our country, the approach for sustainabledevelopments in resource city is to select and cultivate new economic growth point.Advice are given on how to select and cultivate new economic growth point in the hopethat contributions can be made for sustainable development in resource city; secondly,this paper designs a framework in selecting new economic growth point and providesapproaches for its selecting. By means of this framework, a new economic growth pointfor a city can be selected. Thirdly, there are many researches on sustainabledevelopments in resource cities, but unfortunately, from academic point of view, thesystematic researches on selecting and cultivating new economic growth point in Yanancity are rare, Therefore, this research is of great necessity.
