After natural disasters, there is great demand of goods and materials, and we can’t meet theemergency material supplies through the emergent procurement and production in a short time. Thisforms a emergency material supplies blank, and the blank could be filled only through the materialsupplies. Scientific and reasonable emergency material reserves not only can ensure material suppliesin natural disaster emergency rescue, but also can reduce reserve cost, and reduce occupation andwaste of social resource. After natural disasters, large amounts of relief materials arrive at reservecenter, and these materials take up a lot of logistics resource, including human resource, transportresource, storage resource and etc. Because of the logistics resources are limited, if a kind of reliefmaterial stock over the actual rescue demand in one reserve center, not only affects the other reliefmaterial stocks, but also affects other reserve centers which need this kind of relief material. If a kindof relief material stock can’t meet the actual demand, the reserve center can’t ensure the relief materialsupplies and influence the rescue. Scientifically and reasonably regulate the emergency materialstocks, make emergency material supplies to use a minimum of emergency logistics resource on thepremise of meeting the rescue requirement, and thus provide strong support for the other emergencyrescue works. Thesis divides the research of emergency material stock into two aspects which areemergency material reserve stock and emergency material relief stock.This thesis analyzes the factor of influence of emergency material reserve, applies thecomprehensive evaluation technology to quantify the influence factor, ascertain the importance ofdifferent emergency material in emergency material reserve, and provide scientific basis for choosingthe materials in emergency reserve. Analyze the selection of different emergency material reservepatterns, ascertain the proportion of different reserve patterns, and provide method for the selection ofreserve patterns. Analyze the reserve cycle cost of emergency materials in detail, and ascertain theoptimal emergency material reserve stocks makes the reserve cycle cost to be lowest. Apply theinventory decision technology to identify emergency materials reserve stock under different constraintconditions, and provide method for emergency material reserve.Thesis analyzes the characteristic of logistics resource which is in emergency rescue and theinfluence which logistics resource impacts on supplying the rescue stocks, discuss the replenishmentpoint and replenishment number of relief stock under the ideal state, analyzes emergency materialrescue cost, and apply the inventory decision technology to identify the replenishment point andreplenishment number of sustainable consumption type emergency relief inventory. According to thedemand characteristics and rescue stock supplement characteristics, transform the demand function ofone consumption emergency material into continuous function, and apply the inventory decisiontechnology to identify the replenishment point and replenishment number of one-consumption typeemergency relief inventory. The method of calculating the replenishment point and replenishmentnumber of emergency relief inventory improve the existing method of regulating the rescue stock.
