Study On The Theory And Practice Of Project Site Selection In The Context Of New Industrialization

Site selection is the first link of industrial enterprises’ construction anddevelopment, is the basis and premise of the general planning and design, but also aconcrete embodiment of the national industrial planning and regional planning. Thesite selection decided the external conditions of enterprise’ construction, productionand development, which has affected the enterprise’ development model and direction.Therefore, when the CCPCC proposed the new industrialization strategy, it has becomethe key issues of enterprise project site selection theoretical research, that how toreasonably select the enterprise site, to create a favorable external conditions forenterprise development, to make enterprise healthily, highly effectively develop and inaccordance with the requirements of the new industrialization.Through understanding the scientific connotation of the new industrializationdevelopment strategy, this paper summarized the new requirements of the developmentstrategy for the construction and development of industrial enterprises; On this basis,through considering the importance of project site selection for the enterprises’construction and development, combining with the present site selection expertise, thispaper discussed the theoretical principles of the project site selection for new industrialdevelopment strategy; According to the characteristics and requirements of differenttypes enterprises, this paper respectively put forward the high-tech enterprises’, thelabor-intensive enterprises’, and the resource-intensive enterprises’ project siteselection principle, and establish the relevant evaluation index system.Through researching modern evaluation methods systematically, focusing onanalysis and comparison of FME algorithms and gray relational algorithm, this paper proposed the G-FME model of the site selection, to provide a new model for a singleenterprise project site selection; Based on the analysis of the multi-enterprisecombination site selection, through discussing concrete ideas of the multi-enterprisecombination site selection, this paper established the appropriate mathematical model;At this point, the scheme evaluation problem of project site selection in the context ofnew industrialization has been solved.At last, this paper used the established G-FME model and multi-enterprisecombination site selection model in the new industrialization’s case, to indicate theoperability and reliability of the two models, and provide an important reference forthe depth study of project site selection theory and methods in the context of newindustrialization; Considering the tedious calculation of the project site selectionscheme evaluation, this paper designed and developed a model calculation software forthe two models, and gave a brief description, to assist professionals finishing projectsite selection and improve the operability of the models.
