Building A Policy Platform Of Promoting The Rural Land Circulation

The Third Plenary Session of the Eleventh Central Committee keep Rural landcirculation as a hot issue of land reform in country and required each region to activelycarry out rural land circulation and innovate farmland changing mode in order topromote the agricultural production toward scale or intensive. In the present althoughregional rural land circulation increased but the whole scale is low, and the transfer ofregional level is different obviously, especially in flow rate and scale of land circulation.So studying the reason which the land circulation policy can’t be carried out well isthe key which promote the rural land circulation.In the beginning of this paper the policy about farmland circulation is studied fromthe state and local levels. The conclusion is that the problem of land circulation isnullity of subject, unclear of object,weakness of exclusive right,and incompletion ofthe property right,also the regional policy is non-standard and not in the position.Secondly, to TPB as the guide this paper analyses the behavior which householdchooses to transfer land into or out,formed the analysis chart of the household’sbehavior and put forward the research assumption form farmers’ subjective attitude,subjective norm, perceived behavioral control, past behavior and transition condition,then on the base of analyzing the data which come form the country research in GaolingCounty,Zhouzhi Couty,,Hu Couty etc it verifies the above assumptions by binarylogistic regression analysis in SPSS18.0,then draws a conclusion which thegovernment circulation attitude, farmers skills endowment, circulation market, thenon-agricultural employment settlement, the rural security system have an effect on farmland circulation. At last it builds a policy platform.It is suggested that to motivatethe farmers by the model of the policy guiding, industrial support and financial orinsurance cooperate in order to realize the platform construction goal of promoting theland circulation.This paper which gives policy suggestion for the government in Xi’an Districtprovides a reference value for promoting land circulation, allocating land resourcesrationally and improving farmers’ income. At the same time it provides a researchmethod for other government in making policy about land circulation.
