| As soil is basic to food which is the necessity of the people, it is the source of most of farmers’income. With the development of rural economy in our country, rural industrial structure has been adjusted and optimized; while the balanced urban and rural development needs optimized allocation of resource and free flow of factors of production. Thus the rational allocation and free flow of the land recourse, as a key factor of production of farmers, is especially important. However, there are many problems existing in the actual operation of the family-contract responsibility system in practice today. And the situation of wasting resources becomes even more serious because of land fragmentation and abandoned land which is the result of migrant young labors. Thus, the transfer of land resources has been brought out for the development of rural economy, the advancement of rural residents’livelihood and the improvement of rural economies of scale. As the action of farmers’land conversion are influenced by a lot of factors, it is of great significance in both theory and realism to investigate the practice and factors of regional farmers’land conversion in depth, make sure the key factors and bring forward opinions for effective policies and measures.The paper discusses the basic principle of farmers land conversion with economies of scale theory, rent of land theory, farmland property rights system and so on. On the basis of the state of relevant concepts, the author made questionnaires to find out the present situation and existing problems of land conversion in Jixian village, find out the factors affecting land conversion in Jixian village according to the survey, and finally bring forward advices for policies promoting the marketing of land conversion in Jixian village. The major research conclusions are as follows:1. The ratio of land conversion in Jixian village, Chongzhou city decreased with time. Its four administrative villages and communities have different trend of flow because of the differences in their own situations, economies and policies. As for the period of land circulation, the proportion of long-term circulation is rising year by year, while the proportion of short-term one is decreasing.2. As is showed in the survey,70% farmers are willing to roll out their land, but the percentage of farmers willing to roll in the land is low. Most circulated land flow into township farmers cooperatives, and the rest is used to plant economic corps for others to make money.3. The survey shows that, the practice of land conversion is mainly affected by the family’s population, the situation of labors, the price of land circulation, fees for land circulation and so on. As for the influence of factors, the proportion of non-agricultural income, labors in family, the price of circulation, transaction costs are major factor affect the roll-in of land.4. We should accelerate the reform of rural land system to make the property rights more stable. We should promote the development of the second and third industry, advance the adjustment of rural industrial structure, raise the proportion of non-agricultural income and improve the enthusiasm of farmers for land conversion. We should strengthen the education and training to improve the quality of farmers, and establish a sound rural security system. We should strengthen avocations, fulfill the land conversion market, set rational prices for land circulation, and effectively promote the land transfer and optimized allocation of land resources. |
