Research On Optimal Allocation Of China's Rural Labor Resources

Since the Eighteenth National Congress of the Communist Party of China,the Party and the government clearly put forward to complete the building of a moderately prosperous society in all respects,all people,the modernization of national governance system and governance capacity based on integration mechanism of urban and rural areas many times.However,now,the problem of imbalance between urban and rural areas,unsustainable of rural development is prominent,which greatly affects the realization of the national strategic objectives.The reason is that rural labor force resources transfer and allocate to city one-way.It may say,to change the current allocation of rural labor resources is necessary,whether it is to coordinate urban and rural development,to solve the problem of agriculture,rural areas and farmers,or continue to promote urbanization and provide basic security.Rural labor force resources of this paper's study include that always transferred to the city and that staying at the countryside.But,currently,the studies on allocation of rural labor resources paid more attention to the rural labor resources that always transferred to the city and their optimization.Therefore,the paper defines the rural labor resources as the distribution of the stock of resources in urban and rural areas.Under the premise,the paper starts the study and puts forward some reasonable countermeasures.This paper which there is 5 chapters is divided into three parts,introduction,main body and conclusion.Among these,the introduction refers to the first chapter of the paper.It is consisted of source of selected topic,background,significance,research status at home and abroad,ideas and methods,innovations and the shortcomings.The main body refers to the second,third,forth and fifth chapters.It is consisted of theories foundation,historical evolution and current situation analysis,experience of countries and regions outside the region,countermeasures and suggestions of rural labor resources' allocation.The conclusion is the last part of the text,which concluding innovative point of view's brief carding and explanation of the study's deficiencies.More than that,the conclusion also includes expectation about the direction of related research.It is assumed that this paper's study on allocation optimization of rural labor resources has both theoretical and practical implications.From the view of theoretical point,the research of this paper is a useful supplement to the previous research results.Whether looking throughout in the historical perspective,or comparing standing by the times of the front horizontal,the studies on allocation of rural labor resources mostly pursued based on the background of rural labor force resources transferring to city one-way.Yet,this paper's study is how to allocate this surplus rural labor resources and re-allocate the transferred rural labor resources better based on the two fields of rural and urban areas.From the view of practical point,coordinating the labor resourcesallocation of urban and rural can effectively curb the gaps between urban and rural continuously widens.Also,it can provides the possibility of further narrowing the gaps with the development of the city and rural and increase on the basis of the advantage of backwardness.This is also inevitable requirement to thoroughly applying the Scientific Outlook on Development and building a harmonious society.
