At present, facing the huge energy demand in the world and the fierce competition of the international oil market, all of international major oil companies take the science & technology (S&T) progress as their development strategy. Because allocation of the S&T resources could help companies strengthen their entire innovation ability, our domestic major oil companies must pay great attention to the allocation of the S&T resources and take it as the most important strategy.As one of the most important domestic petroleum companies, Dagang oilfield company has many problems on allocation of the S&T resources, such as the usage of S&T funds unreasonable, allocation of brainpowers not optimized, the usage of scientific research equipment not effective and so on. These problems seriously influence the technology progress and endurable development of Dagang oilfield company. Therefore, based on analyzing the relevant concepts of the S&T resources allocation deeply and systematically, the paper designs an evaluating index system including 8 indexes of 3 levels of the allocation of the S&T resources of Dagang oilfield company, using AHP to confine every index weight based on the expert surveys. At the same time, the paper uses the method of fuzzy synthetically evaluation to evaluate the allocation situation of the S&T resources of Dagang oilfield company with the date of 2000-2005. And then the paper puts forward a method to optimized allot the S&T resources of Dagang oilfield company: firstly, based on the quantitative assessment table on technical project, preliminarily review all of the technical projects which the oilfield company proposes to establish every year, and then determine the extent to the development of every technical projects. Secondly, based on satisfying Dagang oilfield company all projects'demand on S&T resources every year, aiming at the different futures of S&T funds, brainpowers, and scientific research equipments, using the method of 0-1 integer programming to establish allocation models separately, and using the example to explain the specific procedure of solving and the possibility of these optimal allocation models. At last, the paper puts forwards some related suggestion on optimal allocation the S&T resources of Dagang oilfield company, which provides the reference function to Dagang oilfield company when they make the plan of allotting their S&T resources optimized.
