Accomplishments Evaluation Of Investment In Scientific And Technological Proiects Of Kunming Government Through The AHP And The Fuzzy Method

This paper established an evaluation index system of investment effects in scientific and technological projects to evaluate the investment accomplishments in these projects comprehensively, in order to improve the theoretical support for the Kunming municipal government to improve its investment effects in scientific and technological projects, and the scientific and technological investment will be better-guided, the scientific and technological developing strategy will be adjusted from local government, the new and more effective developing concepts and ideas will be provided to the local government to make the function of scientific and technological projects more clear and adjust the innovation strategies. This paper firstly made the objective evaluation of investment accomplishments of the Kunming municipal government, made use of investment accomplishments questionnaires and data provided by experts to establish a scientific and reasonable evaluation index system. According to the component factors of projects accomplishments, the evaluation index system was divided into four component systems, including local investment in scientific and technological projects, direct output, economic benefit and social benefit. Then making the scientific input-output data of Kunming local government in2009an2010, this paper used the AHP method to make the comparison of the accomplishment of scientific and technological projects respectively among industry, agriculture and cooperative projects to explore the balanced and significant investment directions. Finally, this paper got a comprehensive evaluation result on the basis of using the comprehensive surveying model to synthesize the weight of different index, and then made the comparison between the final result and the comprehensive accomplishments evaluation of investment in scientific and technological projects each year. This paper established the Fuzzy model to study the output of the scientific and technological projects index, environmental pollution index, resource and energy index, product adjusted the market index and economic benefit index, and to evaluate the input-output accomplishments of the scientific and technological projects supported by the local government through the Fussy evaluation method. Combined with the Kunming local scientific and technological practice and economic features, this paper pointed out the existing problems and effective factor, and then put forward the countermeasures and solutions for the problems. The research on establishing the evaluation model of the investment accomplishments of the scientific and technological projects for the Kunming local government and proved positively was a beneficial research on evaluation of investment in scientific and technological projects for the local government, at last this paper got the following conclusions:the guidance policies would play the decisive role in scientific and technological projects accomplishments, and promote the social and economy development and innovation in science and technology. The evaluation system of investment can be used for reference by other governments.
