With the increasing scale of China’s fiscal expenditure, the scale of government investmentprojects is increasing year by year. Since2008, in the context of the global financial tsunami,our government has launched a4trillion investment plan which was used to invest in the field ofinfrastructure projects. This measure quickly reverses the downward trend of GDP growth. Butfor the long time the discussion about the "image projects""shabby projects ""pollution projects"has become the focus of attention once again. However,the reality is that China’s performanceevaluation has just started. Performance evaluation of government investment in infrastructureprojects does not have a complete system. It is lack of scientific、uniform standards, practicalities,and the feasible strong performance evaluation indexes systems, bringing some difficulties to theperformance evaluation. In view of this situation, we need to establish a set of scientificperformance evaluation system urgently to address these issues in order to improve its adverseimpact on the environment for the blind inefficiency, the interests of the dislocation of and thegovernment’s investment. The article is divided into six chapters.The first chapter is about the literature reviews. It will study the background of this study,the necessities of it as well as the content and the methods of this research. The second describesthe main concepts of the article, and sorts out the related theories. The third analyzes the currentstate of performance evaluation of government infrastructure projects, and introduces thedevelopment of the performance evaluation of our government infrastructure projects as well asthe related problems. Chapter four describes the objectives, principles, content and methods ofperformance evaluation system of government infrastructure projects,as well as the frame workdesigning.Chapter five studies the cases, builds the performance evaluation indexes system forthe Fuxia high-speed rail, and uses the fuzzy comprehensive evaluation method for the empiricalanalysis to test the operability of the indexes. The last chapter summarizes the text, puttingforward to the key points and the related suggestions about improving the performanceevaluation systems.
