With the continuous development of our country’s economy,the number of government investment projects and investment are growing fast but in the process of construction and operation,unreasonable investment decision,also emerge in the project cost budget,the slow progress,design change too frequently,can not meet the expected benefits and other issues,the government funds use low efficiency,waste of funds,will affect the government’s credibility.Performance evaluation of government-invested construction projects is an important means to improve the operation efficiency of government funds,ensure the output efficiency of government-invested projects,improve the management level of government projects,and maintain the credibility of the government.However,the current performance evaluation system is not perfect.First of all,there is no performance evaluation system that can reflect the whole life cycle of the project,and the overall performance evaluation of government-invested projects is insufficient.Second,the evaluation method is still mainly static post-evaluation,lacking of dynamic and continuous evaluation of the whole life cycle of engineering projects.The significance of the sample evaluation is limited to saving funds and investigating responsibilities,which does little help to improve the overall economic,social,ecological and cultural benefits of the project.Thirdly,in practice,the performance evaluation of government-invested construction projects is mainly qualitative with strong subjectivity.Only by establishing a perfect performance evaluation system of government-invested construction projects,can performance evaluation play a real role,make up for the deficiency of "heavy investment,light output","heavy distribution,light management",and promote the scientific and refined management of government-invested construction projects.On this basis,this paper takes DQH government-invested construction project as an example,studies the construction of performance evaluation system and performance evaluation method of government-invested construction project,and makes a comprehensive evaluation of the performance of the project in the whole life cycle.According to the project life cycle theory,on the basis of summarizing the performance evaluation indicators at home and abroad,according to the characteristics of government-invested construction projects,through the Delphi method,the performance evaluation indicators of DQH project in each stage are selected.With the help of YAAHP software,the weight of each index was calculated by using the analytic hierarchy process.On this basis,through the fuzzy comprehensive calculation function of the software,the evaluation of each index by the experts is analyzed and calculated,and the comprehensive evaluation of the performance of DQH project is obtained.Through further analysis of the evaluation results,some reasonable Suggestions are given. |
