The economic development of a country or region not only depends on strongworld-class large enterprises, but also successful small and medium-sizedenterprises(SMEs). The development of SMEs plays an important role in the nationaleconomy. To introduce project management into SMEs can accelerate theirdevelopment and increase their profit.The main purpose of this study is to establish an evaluation system for SMEsproject management capabilities, By evaluating the project management ability, anenterprise can consciously improve its project management ability and take the best ofadvantages of project management. In this paper, to get the research work done, themethods of combining the qualitative analysis with quantitative analysis, combiningthe normative analysis with the empirical analysis, and systematic analysis are used.Firstly , it expounds the current situation of researches concerning the theory andpractice of project management at home and abroad. The criteria to judge SMEs isdescribed to set a theoretical foundation for the research of project management inSMEs.Secondly, this paper describes the current situation of the practice of projectmanagement in SMEs in our country and expose the problems in the projectmanagement of SMEs. As to the causes of the problems,Then, the project management ability evaluating indicator system for SMEs isbuilt according to the above factors. The system follows principles of goal-oriented,scientific, systematic and feasibility, involving the evaluation of the externalenvironment endurance, project management maturity, the ability of strategicmanagement, resource management, organization management, project managementexpertise and cultural development. Considering the features of the projectmanagement ability evaluating indicator system of SMEs, it chooses vaguecomprehensive commentating approach after contrasting and analyzing the commonones and illustrate, in details, calculating steps and counting models of this evaluating approach.Finally, it takes Beijing Huasuitong Equipment Co.,Ltd(HST) as an example,evaluates its project management abilities based on the evaluating indicator systemand model which was built previously. The evaluating result shows that the projectmanagement ability of HST is at the lower-middle level. According to the result, thispaper comes up with some corresponding suggestions to enhance the projectmanagement abilities of SMEs.
