During the global warming, low carbon economy has become increasinglyprominent. It is related to country’s duty and there international liability, moreover itrelate to the survival of mankind. To a certain business, it relate to the adjustment ofindustrial structure. To start the work earlier, can bring them core-competitiveness.The energy storage structure for China will not change for a certain time period. Oureconomy is increasing fast and population is big. Accordingly, low carbon economyhas become a thorny problem, for China.Most research for low carbon economy is focusing on innovating technology,industrial energy structure optimization and market economy lever. To differentindustrial structure, transportation and building industry are related to diary life;moreover its energy consumption and carbon emission are serious. Accordingly, theresearch chose building industry as a sample to discuss the situation of carbonemission tax.First, the research use life cycle analysis to separate the process of buildingindustry. They are building process, using process and destroying process. Theresearch uses various data to calculate the energy used and carbon emission. Secondly,the research designs the carbon emission tax details, such as tax base, tax rate,collection process and so on. To make a certain design of carbon emission tax, theresearch makes a clear understanding of other countries, who had executed carbonemission tax for several years. Finally, by using system dynamics to design the carbonemission tax system, and simulate the profit situation between the building developer,end user and government. The research use the simulation method to prove the carbonemission tax can make the target come true. Moreover find the influence for differentparty, to make sure the carbon emission tax will not destroy the ordinary bossinessand people’s daily life. As a result the research also finds some suggestions for lowcarbon building industry development. The route and methods of this research canprovide some benefits to its further development.
