Research On Performance Evaluation Of Energy Saving And Emission Reduction In Heilongjiang Province Based On Low Carbon Economy

With the rising global warming, energy shortage and environmental degradation, energy conservation and emission reduction has been widely valued by all countries. Both developed countries and developing countries are trying to explore a new economic development mode,namely the low carbon economy, its characteristic is based on low energy consumption, low emissions, to enhance the energy efficiency as the goal. Heilongjiang Province has the largest energy consumption and pollutant emissions in China, after a series of energy conservation and emission reduction measures, Heilongjiang Province has obtained certain achievements.But at present, Heilongjiang Province has a serious heavy industrial structure and a lot of"high-energy-consuming and resource-dependent "industry which play a large role in boosting GDP growth, such a situation is bound to exacerbate the contradictions between the three systems such as energy, environment and economy. In such a background, scientific and reasonable evaluation of energy saving and emission reduction performance that has important meaning to further advance the implementation of energy conservation and emissions reduction work and to achieve low carbon economy in Heilongjiang Province.In order to comprehensively investigate and evaluate the performance of energy saving and emission reduction in Heilongjiang Province, promote the scientific management of energy saving and emission reduction performance and promote energy conservation and emissions reduction work,In this paper,the low-carbon economy is integrated into the performance of energy conservation and emission reduction in Heilongjiang Province.Based on the connotation of energy saving and emission reduction and low carbon economy,the evaluation index system of Heilongjiang Province is construct from three aspects of economy,energy and environment, which is both comprehensive and scientific.At the same time,the improved Entropy Weight-TOPSIS was used to evaluate the performance of energy saving and emission reduction of Heilongjiang from 2006 to 2014,which can not only reflect the energy conservation and emissions reduction of Heilongjiang Province performance stage of development, and can reflect the level of performance trends.Through the analysis, it is concluded that the performance level of energy saving and emission reduction in Heilongjiang Province is lower than the general level ;The coordination of economy and energy and environment is poor.Through the energy conservation and emissions reduction performance of the grey correlation analysis,energy consumption structure plays a decisive role in energy saving and emission reduction at the present stage.In addition, the energy consumption elasticity coefficient, the industrial structure and the government incentive mechanism also plays a key role in energy saving and emission reduction.Finally, according to the performance analysis,the the countermeasures and Suggestions was put forward to improve the performance of energy saving and emission reduction and to speed up the process of low carbon economy in Heilongjiang Province.
