Since reform and opening-up, people’s income structure and channel has becomediversity along with the continuous increace of reform and opening up and economicdevelopment, traditional assignment system has gradually been replaced by a plurality of theincome distribution system, changed past equal disribution system. Because of urban-ruraldual institution, economic development difference, the endowment and other factors,Xinjiang rural residents’ income growth is slow, the income gap between urban and ruralresidents expands ceaselessly. In1990, the income gap between residents of urban and ruralareas in Xinjiang was630yuan, the income ratio was1.92:1. In2010, the income gapbetween residents of the urban and rural areas was9001yuan, the income ratio had reached2.94:1. If considering the factors of the obligation education, basic medical care and basicsocial security, the actual income ratio will be greater.Urban-rural income discrepancy is too large, its deep reason is the result of institutionalchange and arrangement of urban-rural dual structure system. Urban-rural dual structuresystem causes our country agriculture and rural development behind industry and city,shortage of rural basic public services has become an important reason, it is a bottleneckrestricting the development of rural economy and the improvement of farmer living standard.According to China (Hainan) reform development academy scholars’ statistics,the factors ofbasic public service can be accounted for about30%-40%in the income gap between urbanand rural residents. Therefore, based on the perspective of basic public services to studyXinjiang urban-rural income discrepancy has certainly theoretical and practical significance.This article is divided into five chapters: the first chapter is the introduction part of thethesis which illustrates research background, research significance, research contents andresearch status at home and abroad. The second chapter reviews related theories aboutequalization of basic public services.The third chapter illustrates urban-rural incomediscrepancy in Xinjiang to present increasing trend and the present situation aboutequalization of basic public services by data; the fourth chapter inlustates the effect andempirical analysis of equalization of basic public services on narrowing the income gapbetween urban and rural residents. In the fifth chapter, based on the above analysis, puts forward some policy suggestions to decrease the income gap between urban and ruralresidents of Xinjiang.
