Researches On Economic Development Cost Difference Among Reaches Of A River In The Perspective Of Space

The selection of cost minimization is a basic rule of economic policy-making, it is thesame as in the regional development layout. But, because of the original intension to achieveregional balanced development, people often pay attention to the "effects" of promoting poorarea great-leap-forward development and neglect its "cost". Actually, that our country carryout the strategy of "assisting underdeveloped area and pursuing developed area", for example,west development, the rising of central china and so on, to narrow the regional gap not onlydon’t attain the effect of "convergence" but also cause a problem that whether this "artificiallyconverged" is "economic" on the view of over situation and long-term. It requires comparativeanalysis on the development cost of different types of regions. The West River present agreater difference among geographic conditions, development cost and developmentperformance, so it is the typical sample region on such analysis. The analysis of DEA andcomprehensive evaluation, which is based on panel data, shows that the internal, external andcomprehensive cost of per unit of output in different districts of the West River have a positivecorrelation with its geographical gradient. Namely, the river-basin development costapproximately shows a character of spatial difference and gradient that upper reaches is higherthan middle reaches and middle reaches is higher than lower reaches. The opportunity cost oflimiting or giving up development per area shows a character that upper reaches is lower thanmiddle reaches and middle reaches is lower than lower reaches, and the opportunity cost of theregion which have a better economic base is high. The difference of development cost maymean that it needs to survey the relation, strategy and policy of regional coordinated andbalanced development again. Zero local economic growth, main function region divided,ecological compensation, the quotas for industrial emissions and so on may be is the properselection of regional coordinated and interactive development.
