With the continuous improvement of scientific and technological level of humansociety, and the environmental pollution since the1990s of the last century, Variousof new energy vehicles emerged, such as hybrid vehicles, fuel cell vehicles, batteryelectrical vehicles. Especially in recent years, due to rising crude oil prices, and thepublic awareness of environmental protection, new energy vehicles has become thecar of the future direction of development because of the characteristics of energysaving and environmental protection, more and more institutions are starting to focuson the development of new energy vehicle technology and industrialization, manycountries and regions begin to support and promote the development of new energyvehicles industry, and take appropriate policy measures to promote the developmentof new energy vehicles industry actively. Therefore, how to formulate a reasonableindustrial development path and strategies according to the characteristics of the newenergy vehicles industry and their actual situation, it is the important issues that thedevelopment of new energy vehicles industry is facing. The effective cooperationbetween enterprises in the industrial chain leads to the improvement of industrialcompetitiveness. Supply of raw materials, R&D, components production, productassembly, etc, these different aspects are completed by different companies ordepartments, the orderly operation of these different segments constitute the batteryelectric vehicle industry chain.Upstream and downstream enterprises complete the work of the varioussegments of the industry chain by cooperation. Based on the theory of Industrial chain,value chain, build the evaluate model of the battery electric vehicle industrial chain bystudying the structural features of the battery electric vehicle industrial chain, thedevelopment of motivation and construction model. Use the entropy weight and fuzzycomprehensive evaluation method to analysis Beijing battery electric vehicleindustrial chain from four dimensions, length, width, thickness and environment.Summarize the practical experience and policy measures of Japan, Europe, the UnitedStates and other developed countries by learn the development state of foreign newenergy vehicles industry, put forward suggestions for the development of Beijingbattery electric vehicle industrial chain.
