With the development of economy and society, climate change, energy and environmental issues have become long-term problems which all human should be facing now. The new energy vehicles, especially electric vehicles as a response to global climate change, to replace conventional fuel vehicles for reducing the transportation greenhouse gas emissions, is an important means for the world’s major countries and organizations recognized by the government. Besides, China as a major force in world energy consumption and environmental protection powers, is actively implementing electric vehicle technology strategy. However, in the face of the high price of electric cars, charge for electricity on the basis of inadequate infrastructure, the promotion of electric vehicles is extremely difficult. Research electric car conversion power plant layout optimization problem is the context of this paper.Firstly, with the data analysis, We describe the basic concepts of electric vehicles and charging stations well as related location theory as a foundation for the later. By comparing the electric vehicle charging methods, derived within the city built for power plants with the "battery leasing" mode is relatively reasonable. And then We give a detailed analysis of the "battery leasing" business model:this model will promote a large number of electric vehicles, at the same time, it can be the background for the power plant siting and help to construct the model as the purpose and principles support. In the model contrasted of the battery-swapping station layout, the paper separates factors into two categories:subjective and objective. Human-factors based on subjective factors, the paper will be summarized in three main factors: the convenience, the auxiliary support and station costs. We can define them as indicators to evaluate the weights of the candidate station site by AHP. And then we construct the model, with the target of satisfying the needs maximize, with the improving FCLM (Flow Capturing Location Models), and the weights of every candidate station site. Then by using the example of Qingdao Laoshan district, we make a simulation analysis, the findings show that the model provided in this article can provide optimum siting program, can provide some support for real-life decision-making in the site selection for battery-swapping station.
