So it is necessary to objectivelyanalyze and evaluate the ability of center-west region to undertake industry to guidethe transfer and undertake the industries, in favor of industry and region economysustainable development, the planning of regional industry layout and regionaleconomy.On the basis of the existing transfer and undertake research for industry, firstlyanalyses the reasons and motivations of regional industrial transfer and undertake.Then from the specific industry view make the in-depth analysis on the impact of theability of region in three kinds of abilities:the ability to attract, the ability to supportand the ability to develop.Make a further analysis about the three kinds of abilities inn seven factors: the cost factor, market factor, infrastructure, technical level, investment environment, industrial agglomeration and resource factors. It alsoanalyses our country center-west regions’ advantages, disadvantages and problemsthat should be paid attention to when undertake the transfer of industries from theeastern region. The empirical part selected the textile industry which is urgent need ofthe transfer at this stage. According to the above seven factors it establishes theevaluation index system, uses Principal Component Analysis method to analyzeexisting statistical data and bring out four factors: the level of economic developmentfactor, cost factor, industrial agglomeration factor and resource factor, and rank theability of undertake the textile industry of center-west regions, analyze the reasons ofthe differences, and afford some advices about the choice of textile industry transferamong areas and the methods of improvement of regional ability of industryundertake. Finally after the theory and the empirical analysis, propose somesuggestions about the analysis and evaluation of the ability of industry undertake ofdifferent areas.
