In the last few years, the forest carbon trading activities between in advanced industrialcountries and developing countries have been increasingly active. To developing countries,the forest carbon sink has become an important means to deal with climate change, but alsobrought great opportunity of development. The purpose of the forest carbon sink is toreduce global greenhouse gas emission. According to the <Kyoto Protocol>, developedcountries provide money and technology to the developing countries to carry outafforestation projects, for developed countries can be offset their domestic emissionsreduction index. However, for the propose of solving global warming, the forest carbonsink projects pay more attention to reduce CO2emission, and always ignore theopportunity and influence for the local areas’ development, especially for the remote poorareas. So far the forest carbon sequestration projects which are implemented in our country,mainly concentrate in the outlying poverty-stricken areas, in addition to emission reductionand improving the ecological environment, these projects also bring economic income andemployment for people in poor and remote areas. Yet the forest carbon sequestrationprojects’ potential influence for the outlying poverty-stricken areas is much more than this.Following the Novartis forest carbon program in2011in Yuexi country, Liangshan ofSichuan province, this article analyzes the necessity and feasibility of forest carbon sinkprojects to participate the development of poor ethnic minority areas in western Sichuandevelopment. In the community survey of Novartis forest carbon sink project, we foundthat poverty-stricken minority regions in western Sichuan have strong demand of realizingself-development, and there are villages who have the potential to realize development inthese areas. The forest carbon sink projects are the significant opportunity to break theresource trap and realize sustainable development for poverty-stricken minority regions inwestern Sichuan, also these projects can create conditions, and provide resources. By thehelp of Forest carbon project, there are three key points to build the development capacityin poor ethnic minority areas in western Sichuan: First is the drive from multi-lateral,including the government, enterprise, and non-governmental organizations, etc; Second isto adopt more effective way, with the participatory instead of traditional model; Third is tomake poverty group play their role.
