Participatory Poverty Reduction:A Path To Stop Poverty Reduction

Through long-term exploration and accumulation,China has developed a series of modes of poverty alleviation and development and practical measures for poverty alleviation through self-innovation,which have given a strong impetus to the process of poverty alleviation in China.However,due to the constraints of experience,thinking and resources,the traditional mode of poverty reduction has led to a series of problems,such as the low level of participation,the limited effectiveness of poverty alleviation,and the difficulty of poverty alleviation.Promoting efficient and sustained progress in poverty alleviation and truly realizing the goal of poverty alleviation is an urgent problem for our government and society.Starting from the problem of returning to poverty arising from the traditional poverty alleviation model,this paper puts forward the concept of participatory poverty alleviation model.Firstly,it systematically combs the related concepts of traditional poverty alleviation,anti-poverty theory,empowerment and participatory development theory to provide theoretical support for the full study;secondly,although the traditional poverty alleviation measures have achieved some results,there are also serious problems of poverty return.Taking XX County of Jilin Province as an example,this paper comprehensively and thoroughly analyses the reasons of poverty return under the traditional poverty alleviation model.Including unclear positioning of government role,lack of pertinence of policy and deep-rooted "wait,rely,want" thinking of poor people,etc.Thirdly,the connotation and characteristics of participatory poverty alleviation model are summarized,and the advantages of participatory poverty alleviation model in curbing the problem of poverty return are analyzed with case studies.Finally,the optimal countermeasures for the effective implementation of participatory poverty alleviation model are put forward,including clarification.The government positioning,establishing the main body,seeking cooperation,enhancing the ability to participate,and optimizing supporting facilities,etc.From theory to practice and then to theory,from case studies to general recommendations,it constitutes a complete logical chain of total-sub-total.
