The people’s quality of life improved significantly. But in the affected by the natural conditions and historical conditions of parts, there are a lot of rural poor, their standard of living has also been in level below the poverty line. Under the new social and economic background, the situation is still severe to reduce the poverty in China, it is necessary to sum up experience and the lessons of early povery work, to explore anti-poverty model which adapt Chinese characteristics.Under the background of new poverty, need innovation ideas and ways for the poverty alleviation, promoting participatory poverty alleviation. Calling for the social from everywhere to actively participate in poverty alleviation, through to implement the management of the poverty alleviation project, empowering the poor, stimulating them to participate in the activities of poverty alleviation, realize the capacity development of poverty population.Based on the Whole Village with participant pattern to promote, this paper discusses the participator}’the poverty population on the poverty alleviation in the process of planning and implementation management involved in the project, and analysis of participatory methods into the studies of the necessity and the problems in the process of poverty alleviation and the development. Based on the whole village advance with participant pattern of the village A to promote poverty reduction project as an example, by comparing the relevant personnel for poverty alleviation in traditional participatory poverty alleviation and poverty alleviation, to find that participatory methods in the process of poverty alleviation and the development is not only achieved a certain economic benefits and ecological benefits, mainly produced strong social effects:Effectively implement the government-led and actively participate in the organic combination of poverty population. The villagers’democratic consciousness is inspired. Change the village and the villagers’spirit, and so on. But on village A in the planning and implementation of the project management research found that in carrying out some problems existing in the participatory poverty alleviation. The limitation of the approach of participatory is to master and the operation on it; the behavior and the attitude under the influence of the traditional way of poverty alleviation; the constraints of the environment or geographical, etc. As well as the follow-up management and sustainable development of the project, the social security problem of the special poverty population, etc., all need to be improved and perfected. So to strengthen the training and education of the related staff, to incentive and highlight the poor people to actively participation in further and strengthen the follow-up management, improve the operating of participatory poverty alleviation and the efficiency of poverty alleviation.
