Establishment Of Bi-directional Combination Model For Farmers’ Specialized Cooperative Economic Organizations

The Government plays an irreplaceable role in Farmers’ Specialized CooperativeEconomic Organizations during the operation according to the practical experience ofvarious countries in the world. In recent years, governments at all levels spent a lot ofmanpower, material and financial resources to actively support the development of newcooperative organizations in countryside. Those government behaviors have solved many"bottleneck" problems effectively encountered in the running of Farmers’ SpecializedCooperative Economic Organizations，promoted China’s agricultural production andfarmers’ income. However，at the same time, there are a lot of deviant behaviors in thesupporting process from all levels of government because of unclear understanding oftheir functions and roles, which will affect the play of the various functions of Farmers’Specialized Cooperative Economic Organizations. Therefore, we must seek anappropriate government intervention model in order to rule and restrict governmentbehaviors, thereby promoting sound and rapid development of Farmers’ SpecializedCooperative Economic Organizations.The author in this thesis, from the point of views of basic theories of Farmers’Specialized Cooperative Economic Organizations, government behaviors and relationsbetween government and farmers’ cooperative economic organizations, systematicallyanalyzes the present situation and problems of government behaviors in the developmentprocess for Farmers’ Specialized Cooperative Economic Organizations in China based onthe empirical research for Luochuan Apple’s Specialized Association. At the same time,the author conducts a comprehensive analysis of research for function positioning ofgovernment behaviors on Chinese farmers’ specialized cooperative economicorganization operation, draws experiences extensively from the US Spontaneous Combined&Suitable Development Model and the Japanese Government DominantReverse Development Model, and finally constructs the government intervention modewhich is suitable to China’s specific national conditions---Bi-directional CombinationModel for Farmers’ Specialized Cooperative Economic Organizations. This model caneffectively solve the problems the other modes cannot because it combines top-downsystem supports from the Government and bottom-up demands from Farmers’Specialized Cooperative Economic Organizations (farmers). The model also insists onthat the Government should takes different jobs and roles in different development stagesof Farmers’ Specialized Cooperative Economic Organizations and finally establishes therelationship of "seamless, stages, focusing on" with them. This new type of relationshipcan help to achieve seamless docking between needs for Farmers’ SpecializedCooperative Economic Organizations and the external supply from the Government; toeffectively solve the problems of imperfect external development environment andexternal supervision system in the development process of Farmers’ SpecializedCooperative Economic Organizations. At the same time, it can also help to train anumber of high-quality modern farmers and power on the rural modernization anddemocratization process.
