The Yangtze River Delta is one of regions of China’s economic strength is the strongest,one of the highest technological level, while the Yangtze River Delta region is to promote SMEsin the region’s economic development and technological progress as an important force.Therefore, the Yangtze River Delta region’s economic and technological sustainability, rapidand healthy development continues, to a certain extent, depends on the Yangtze River Deltaregion of the majority of SMEs can effectively carry out technical innovation activities, whichemerged out of a large number of innovative ability high level of technology, good economicreturns of innovative SMEs. Clearly, performance and technological innovation of SMEsdepends largely on the level of its technological innovation. Therefore, an accurate grasp ofthe Yangtze River Delta region’s technological innovation capability of SMEs situation andproblems, and thus targeted to develop and adopt appropriate measures in order to effectivelyimprove the technological innovation capability of SMEs in the Yangtze River Delta, YangtzeRiver Delta, small and medium enterprises for the promotion of rapid, healthy and sustainabledevelopment of the Yangtze River Delta region for the achievement of economic, technologicaland social development goals, with important and urgent practical significance.This paper first reviews the regional SME technological innovation ability evaluation of theresearch status and development trend, and the regional SME innovation theory is analyzed.In the relevant literature, based on the initial building technological innovation capability ofSMEs in the region a comprehensive evaluation index system, through membership analysis,correlation analysis and discernment analysis, design of the final regional SME technologicalinnovation ability evaluation index system. Technological innovation for SMEs in the region ischaracterized by a comprehensive evaluation by various evaluation methods of comparisonand selection, and ultimately determine the use of factor analysis and cluster analysis of acombination of comprehensive evaluation. The use of factor analysis to establish thecharacterization of regional SME innovation capabilities of SMEs technological innovation, thelevel of knowledge flows, technological innovation and technological innovation economicenvironment factor score model, by calculating the Yangtze River Delta region to above16small urban areas technological innovation ability of factor scores and overall score, theYangtze River Delta region to achieve technological innovation capability of SMEs overallassessment of the strength and horizontal extent of the sort. Then, factor analysis, based onthe level of the Yangtze River Delta region for more than16cities in the area of technological innovation capacity of SMEs in the cluster analysis is divided into regional SME technologyinnovation ability, in general, three types of weak, then for each type of proposed to increasethe innovation capacity of SMEs in the region of countermeasures and suggestions.Through evaluating SMEs technological innovation ability of the Yangtze River Deltaregion, on the one hand enable the technological innovation capability of SMEs in differentregions of the spatial differences for comparison and found its own technological innovationstrengths and weaknesses, and then put forward a sound innovation system in the region ofspecific measures; the other hand, local governments can also be based on the evaluationresults to identify areas of technological innovation within SMEs lack a good grasp of regionalSME activity patterns of technological innovation, economic policies for the development ofrelevant quantitative basis.
