The Study On Operating Mechanism And Efficiency Assessment Of Shaanxi Housing Accumulation Fund

The system of housing accumulation fund which set up in the course of housingreform is the secondary distribution of national wealth implemented by the countries inthe field of housing. As the main part of the housing system, it is given to the importantresponsibility to improve worker’s housing consumption ability through the workerindividual efforts, the support of the state and unit, implement compulsory long-termsavings to ensure their right to housing. Housing accumulation fund system is anecessary correction system of "market failure", but widely questioned for thesupportability because of the lack of efficiency. Under this situation, this paper analyzesthe operating mechanism and efficiency of the housing accumulation fund, aimed atpromoting the healthy development of the housing accumulation fund system, andstrengthens the housing security features. In house prices rising today, it is more caneffectively solve the worker housing problems.This dissertation reviews former studies about the system of housing accumulationfund, introduces the welfare economics, social problems economics, new institutionaleconomics and other major theory, analyzes the relation between housing accumulationfund system and above theories, build a theoretical foundation of the study. In order toanalyze the operating mechanism and the efficiency of housing accumulation fundcomprehensively and systematically, this dissertation analyzes the characteristics of thehousing accumulation fun from two aspects of system and operation, and studies thestructure of it. Then from the principal-agent, decision-making, supervision,management, and motivate, etc in-depth qualitative analysis the operation mechanism ofhousing accumulation fund reveals the inner mechanism of operation. Use data envelopment analysis (DEA) evaluates operation efficiency of housing accumulationfund. On the basis of introduces the basic principle in the DEA method, analyze theinput-output in the running of housing fund, and design the efficiency evaluation indexsystem, build operating efficiency model. Finally take Shanxi province as a study case,discusses the operating efficiency of housing accumulation fund t. Then put forwardcountermeasures and suggestions from respects of system, savers and service topromote operation efficiency of housing accumulation fund and give full play to theaffordable housing.This paper has the following new ideas:1. Construct the basic theoretical framework of the housing accumulation fundsystem based on the social theory.2. Taking the Housing security of housing accumulation fund as the core, assumedevaluation index system that evaluate housing accumulation fund operating efficiency.3. Use of the DEA method to construct the housing accumulation fund operationefficiency quantitative evaluation model, then empirical studies the housingaccumulation fund operation efficiency of Shaanxi province.
