The Efficiency Evaluation Of Housing Accumulation Fund In China

With the continuous development of economy,the housing problem has become the most basic and most concerned issue in people’s life,and it is related to people’s basic living standards and quality of life.As the main part of China’s housing security system,the housing accumulation fund system has come into being with the development of the housing system reform,and has gradually become the main body of the policy housing finance in China.Especially in today’s sharp rise in housing prices,housing provident fund system has been given more important significance.Housing provident fund system through the use of staff,units and the support of the state,the implementation of a mandatory payment method,to provide workers with a certain housing security fund and improve housing consumption capacity of workers.However,due to the imperfect provident fund system,the provident fund in the process of running a variety of problems,resulting in the lack of efficiency of the provident fund operation,causing people to doubt the security system of provident fund.How about the operating efficiency of the housing accumulation fund system?Can it really play its due role?Therefore,in this context,this paper analyzes the operating efficiency of the country and 22 large and medium-sized city housing provident fund,and to analyze the influencing factor of influence of fund operation efficiency,in order to sustained high prices today,effectively solve the housing problems of people.The paper is divided into five parts.The first part mainly expounds the research background and related research methods of housing provident fund.The second part summarizes the domestic and foreign research status and basic theory of housing accumulation fund development,and the definition of housing accumulation fund operating efficiency.The third part mainly introduces and analyzes the basic situation of our country’s housing accumulation fund from three aspects,such as housing provident fund deposit,application and investment.The fourth part uses the data envelopment analysis(DEA)to evaluate the overall situation of our country and 22 large and medium-sized city provident fund operation efficiency,using the basic principle of DEA method,the housing provident fund investment and output are analyzed,and the influencing factors for further investigation of Tobit model and proved the efficiency of the housing provident fund in china.The fifth part according to the results of in-depth analysis of the main influencing factors of housing provident fund,provident fund coverage,respectively from the four aspects of extraction scale,the size of loans and provident fund value-added benefits pointed out the existing problems in the system.The main and further according to the existing problems in the housing provident fund give full play to the superiority of the provident fund system in the housing security policy.
