Urgently solving the housing problems of low-income people which become of theworld problem, especially it is very important and urgent for having a large populationof the country. Public rental housing is the affordable housing of a system in China, butto solve the housing problem, must firstly solve the housing problem and have sufficientfunds as a guarantee. The majority of public housing finance police actively adopt amultilateral cooperation pattern that from the foreign successful experience in thepractice. According to the present conditions of our country, our country’s public rentalhousing short of supply, the demand exceeds supply has led to many aspects of thecontradiction, sheet relies on financial support from the government cannot meetlow-income housing needs, not sustainable development.Public rental housing belongs to accurate communal product category, which needto work in government departments lead private institutions demonstration effect,through private agencies efficient drive government performance, which from the newpublic management and the department of social welfare. Because of interest principalpart need under the market economy and governmental function transformation, so thatthe intermediate organization is able to produce, introduces the intermediateorganization as both dialogue and coordinator between in government departments andprivate institutions is can overcome the low efficiency of government departments, thatgovernment departments and private institutions are dealing with minimal costs andefficiency of the organization maximum.The thesis is based on the original PPP (PPP) financing mode, with intermediateorganization as the hinge of new public-private cooperation, namely PIPP (Public-Intermediary-Private Partnerships) mode. The thesis takes Chongqing’s public rentalhousing as an example, discusses the mode of using in Chongqing’s public rentalhousing system, argues the necessity and the feasibility in public rental housing to takeof PIPP mode, proposes the basic framework and concrete operation process of PIPPmodel which suits Chongqing’s public rental housing financing, detailed analysis themain role, the constituent elements and the participants the possibility of profit of thepattern, and puts forward support system of the model.
