Presently, housing problem is one of the China’s most serious problems, It is the spotlight of people’s concerns across the country all the time,because it is related to the vital interests of the people. China began the implementation of housing reform since the 90’s of the last century, the state’s housing prices has been soaring, and the abnormal high prices caused a huge psychological impact to the public. It will not only undermine the social harmony, but also may affect social stability,if the state and the government does not solve the housing problem properly.The building of affordable housing provides a right answer to this problem. Since the beginning of 2008, the government promulgated a series of building affordable housing policy and continuously hold down the development of real estate industry while constantly strengthen the affordable housing building policies. Public rental housing is considered to be the most promising in the numerous affordable housing in China, not only because of the wide population of response, but also complying with population mobility of China’s urbanization process. The current public rental housing operation mode is defective and cannot meet the status quo needs. It is urgent need to improve and innovate the operation mode, make it fit the national conditions of China’s current development.In this paper, Public rental housing operation mode was studied. Based on the literature review, the paper studied deeply on the development of public rental housing in our country, and described the current situation around the operation of public rental housing. Through comparative analysis of the similarities and differences of housing supply polices in America, Britain, Singapore, France, Japan and other countries, the paper summarized the successful experience of foreign countries in this respect, offering reference guarantee system construction for China’s Public rental housing construction. By the way of analysis on public rental housing operation mode in developed country, and research on public housing operation mode in Nanjing and Chongqing, find influencing factors of public housing operation mode, including the stage of planning and operation, and explore the business model for China’s national conditions. Through research, this paper reached the following conclusions: its layout reasonable; To establish a public housing operation system in the country; To establish a operation body to operate public housing; To establish a information base of public housing; To establish the repository of the economic situation for individuals and families; Formulate a pricing standard on public housing rent, and implement differentiate payment mode; To form a system of legal protection on public rental housing. By the way of uniting running aspects in public housing operating, build a set of continuous and comprehensive public housing operation mode system, and make a theoretical contribution to the development of public rental housing.
