Housing is the most basic living conditions for human survival, house prices remain high today, how to protect people have housing dreams, especially middle-and low-income groups in the city, is placed in front of government departments and academia reality of a very important subject. In China since reform and opening up, in promoting market-oriented housing system, at the same time also introduces affordable housing for low-income groups, affordable housing, protect rooms. But due to inadequate laws and regulations, lack of Government attention, supervisory responsibilities are not clear, and so on a series of problems, resulting in protection room safeguard function does not operate, instead of intensifying social conflict frequently. Therefore, the development of new protection mode becomes imminent. On June 8, 2010, Chongqing Government enacted the interim measures for the management of public rental housing in Chongqing, determined to make great efforts to strengthen the construction of public rental housing to solve the housing problems of low-income families in.
