The China government construction management organization refers to variouslevels of China government construction management organization and agencies fromthe central to local, which ministry of housing and urban-rural development of the PRC;department of housing and urban-rural development in provinces, municipalitiesdirectly under the central government and autonomous regions; bureau or committee ofhousing and urban-rural development of local government from the angle ofadministrative levels. With the transition and perfection of the function of thegovernment organizations, the measurement of the performance is playing a more andmore important role in improving the management level of the organization. However,through the study and analysis of the measurement of the performance for the presentsituation in China, it is found that although the China government constructionManagement Organization has introduced the measurement of the performance, therestill exist many problems. The main manifestations are: indicators setting mainly basedon ethics, ability, industry, effect and honest, lacking of indicators of critical successfactors based on organization. Financial indicators take larger share of performancemeasurement; non-financial indicators take relatively smaller proportion of performancemeasurement. Performance measurement mainly focuses on qualitative evaluation,lacking of uniform evaluation standards. The subjects of evaluation lack of diversity,lacking of citizen participation. The assessment results lack of feedback andcommunication.Based on the public organization core competency research of CHONGQINGUniversity, and combined with the consulting of the experts and analyzing of the papers,which complied critical success factors questionnaire of china government constructionmanagement organization. According to practical study and by using AHP, whichcomposed China government construction management organization performancemeasurement index, and based on the china critical success factors of China governmentconstruction management organization, the paper gives the suggestions on how toimprove the china government construction management organization performancemeasurement level.According to practical studies, this paper gives the following conclusions:①Thenon-financial performance measurement index of the china government construction management organization critical success factors including six critical success factorsand twenty four key performance indicators.②The paper has high reliability as it byusing the Cronbach’s a reliable coefficient tested the internal consistency of the paper,the result if which reaches to0.986.③. This paper is suit to factors analysis, as it testedby the KMO and Bartlett’s test of sphericity, the results of KMO reaches0.97.④. Thispaper shows the critical success factors has relation with each other, as it has proved bythe Pearson’s test.
