The Critical Success Factors Of PPP Modle

At present,China is facing enormous financial pressure.As a financing model,PPP project can not only solve this problem but also meet the policy that “allow the professional people do their parts”.However,the development of PPP project in China has experienced ups and downs and some typical failure cases happened.Therefore,it is practical significant to summarize the critical success factors of PPP project.This thesis takes the professional people who take part in the PPP project or the researchers who major in PPP model as survey objects by the methods of literature review,questionnaire survey and case study.There're three study objects:(1)identify the successful standards and critical successful factors of PPP;(2)analyze the importance of each critical successful factors of PPP;(3)analyze the correlation among critical successful factors.The successful possibility of PPP will be improved by identifying and classifying the critical factors and analyzing them deeply based on this study.This thesis is divided into five chapters.The first chapter introduces the industrial and theoretical background,this part determines the purpose,content,method and route of the thesis.The second chapter introduces literature review about the success standards and critical success factors of the PPP.The third chapter studies the key success factors of the PPP by questionnaire method.The SPSS software is used to test the reliability and validity of data collected which will be used for descriptive analysis,difference analysis,principal component analysis and correlation analysis.The fourth chapter takes the Medical & nursing PPP project in *** county as research object to study the critical success factors.The fifth chapter includes the conclusion and prospect of this thesis.This survey collected 137 questionnaires,including 102 valid samples,effective questionnaires rate is74.5%.The following conclusions are indicated combined with literature review,questionnaire and case analysis:(1)Identify the success standards and key success factors of the PPP.After reviewing the success criterions of PPP model,it is found that government departments,social capital,public and project companies are the core stakeholders.After reviewing the key influencing factors of PPP model,it is found that the normative legal framework,feasible implementation plan,reasonable risk sharing,transparent procurement procedure and strong public support are the most influential factors of researchers at home and abroad.(2)Analyze the importance of the key success factors of the PPP.It is found in the questionnaire analysis that "solving government fiscal pressure,obtaining return on social capital,providing public access to infrastructure / services" achieve the highest scores.The three elements,“Contract Text,Risk Sharing and Legal System”,score the highest,which have the greatest impact on the success of the PPP model.(3)Explore the correlation between the key components of PPP.The 25 key elements are re-coded and summarized into four main components,including project management,external environment,the government and social capital.The four main components of the correlation coefficients are between 0.401 to 0.610,showing a moderate positive correlation.The influence of these four main components on the success of PPP model are respectively 0.326,0.449,0.511 and 0.283.The government and the external environment have the greatest impact on the success of the PPP.This study systematically analyzes the success criteria and key success factors of the PPP model,and obtains important conclusions.However,there are still some shortcomings in this thesis with the limitation of diverse factors.For example,samples collected had quantitative and regional limitations.In the future research,the number of questionnaires collected are needed to be increased,the impact relationship model among the main components improved and the case analyzed deeply to make the study more comprehensive and accurate.
