From the new century, with the fast spread of computers, and the rapiddevelopment of Internet technology, B2C e-commerce in China has been developingrapidly, the market size has been growing year by year and B2C e-commerceenterprises have vast potential for future development. Under the background of goodsand operation model tending to be homogeneous, the focus of competition among B2Ce-commerce enterprises is becoming the competition of logistics distribution. However,the problems of higher logistics distribution expense, worse service attitude, longerdelivering goods time and so on can be made in the B2C e-commerce activities becausethe logistics service provider in the process of logistics distribution is chosen improperly,which make consumers reluctant to deal with B2C e-commerce enterprises and affectthe development of B2C e-commerce enterprises.There are a great many the third party logistics enterprises in our Country whichhave different levels. The scientific and favorable logistics service provider who meetthe enterprise business requirements can control the logistics distribution cost, shortenthe logistics distribution time and reduce the probability of the damage and lose of thegoods. Meanwhile, excellent logistics distribution teams have a good attitude and goodcommunication skills, all of this can improve the quality of the logistics distributionservice and customer satisfaction. So, the choice of logistics service provider is quiteimportant and a problem to be solved quickly to B2C e-commerce enterprises.Drawing on the basis of previous research, first introduces B2C e-commercelogistics distribution processes, characteristics and logistics distribution patterns, andanalyzes the present development situation of third-party logistics express market inChina; then sets up for evaluation index system of logistics service provider of the B2Ce-commerce enterprises. Finally on the basis of analysis of existing evaluation method,establishes a TOPSIS model of logistics service providers based on combinationweighting of the improved AHP and entropy weight and Grey Relational Analysis. Then,this model is proved to be feasible by an application case.Research shows that the evaluation index system and comprehensive evaluationmodel of logistics service provider in this paper is practical, scientific and effective,which can help B2C e-commerce enterprises provide powerful support anddecision-making basis for selecting and evaluating logistics service providers.
