In order to ease the contradiction between the low-and middle-income families’housing needs and high housing prices, also to solve the housing problem of the"sandwich class", in2009the construction of public rental has been raised on theagenda formally. Nowadays, some cities has begun to promote the construction ofpublic rental and achieved initial results. Housing finance is the developmentaccelerators and catalytic converters of real estate, including for the construction ofpublic rental. However, due to public rental properties of the quasi-public goods andpositive externalities, also because of the long capital life cycle, and nu obvious ofeconomic efficiency, the funding issue has become an important guarantee for theconstruction of public rental, and is currently a major bottleneck. Facing the hugecapital needs of the construction of public rental, how to combine the government’smacro-regulation and market mechanisms, and how to explore the innovative financingmodels to meet its building needs have become the key issues of the healthy and rapiddevelopment of public rental housing.This article chose the society public rental housing as the research object, andpublic rental housing financing model as the main content. We applied literature review,data collection, system analysis method, along with the thought of the theoreticalfoundationto macroscopical description,--then to specific application. Following theAnalysis of such a train of thought, from the description of national public rentalfinancing background we finally settled in the financing concrete analysis of Chongqing.The features of Chongqing’s public rental housing financing mode’s advantages andrisks have been presented. We also provide suggestions and experience for China’spublic housing financing:①Introduced the research background, purpose and significance of research, andthe research method and specific train of thought. Combining with the research status athome and abroad, as well as public housing theory, finance theory and other relatedtheories, expounded the concept and characteristics of public housing. The purpose is tolay a good theoretical foundation for follow-up study.②Generalized our nation’s public rental housing development, and the bigcities’ public rental housing financing mode, mainly consisting of the governmentfinancial allocation of main financing mode, government institutions financing mode and financing platform of financing mode. The purpose is to analyze the influence ournation’s public rental financing as well as the main factors of the existing problems ofthe public rental housing financing mode with an overall sight from nationwide.③Elaborated the public rental financing status and characteristics of Chongqing.Also, by building the model of "3A", which is short for Accessibility (capital access),Affordability (affordable), Availability (funding availability), proposed the viewrespectively of financial capital operation, capital repayment three links with advantages,and the existing risk. Then focusing on the state endowment cast financing platform inChongqing to undertake a situation analysis, we made the conclusion that theChongqing public rental financing still has the problems of single funding channel,repayment funds to repay the existence question as well as the "public" in thecirculation system of potential corruption. Finally, combining the present situation ofChongqing public housing construction, according to the different stages of publicrental housing, and combining their respective financing characteristics, with the use ofdifferent financing channels, put forward a kind of new financing mode for Chongqingpublic housing financing.④Summarized this article, and put forward the prospect and limitations.
