The Study On Domestic Affordable Housing System With Primary Focus On Public Rental Housing

As a new member of Domestic Affordable Housing System in China, Public RentalHousing attracted the public’s view and began a large-scale construction in2010after‘the central guidance on accelerating the development of Public Rental Housing’, whichwas developed jointly by the seven ministries. With the price of house increasinglyrising, the housing market can not meet the housing needs of all social groups,affordable housing, low-cost housing, limiting housing and other forms of protectionshave been difficult to cover the housing of disadvantaged groups because of all kinds ofdrawbacks. Government and the public have great expectations for Public RentalHousing, and during the practicing and fumbling, central and local governmentsprescribe it to play a main role in Domestic Residence Protection System in future.Chongqing, Xiamen, Shanghai and other cities take it into the large-scale operation asleaders. As affordable housing products, even with their innate superiority, but in theterrible environment of the housing market, Public Rental Housing is still facing thedifficulties at the institutional level, operational level such as funding, accessmechanism, and the exit mechanism of the operation.Firstly, the paper makes sure the need of affordable housing and tries to show theevolution process of the affordable housing system in various countries and regionsfrom the practice and theory study, including home and abroad. At the same time,asking help of a variety of established modes of operation of affordable housing,especially funds, legislative and regulatory means;Secondly, in the context of the evolution of our housing problems, the papersummarizes the course of development of the affordable housing system, and statementsthe advantages and disadvantages of various forms of affordable housing system;Thirdly, the paper expounds the development of public rental housing in Shanghai,Beijing and Xiamen, whose Economic and Social significant are different. The papershows a marked China’s local color in affordable housing: the mode can not bereplicated in another region; we must be adapted to local conditions to protectconstruction of affordable housing;Next, the paper analyzes the background and motivation of its strong pushingforward the construction of public rental housing for Chongqing,which is one of therepresentative cities with large-scale construction of public rental housing. Chongqing mode is innovative in the land, financing, planning, and access mechanism, but there aresome doubts whether the model is suitable for other areas;Then, to sum the public rental housing from both horizontal and vertical,andexplores the establishment of domestic affordable housing system with primary focuson public rental housing both from supply and demand perspectives;Finally, based on a long-term philosophy and basic framework, the paper builds aaffordable housing system dominated by public rental housing, and supported policiesto support and describing the system.
