In the era of commercial housing sales,the living conditions of low-income people have become a major concern of the Chinese government.In order to better meet the needs of low-income housing,ensure that low-income groups can enjoy the fruits of reform and development and promote social harmony,China has put forward the policy of affordable housing development.Under this background,literature analysis,case analysis,qualitative and quantitative analysis method used in this paper,taking Dongguan city ecological park public rental housing as an example to discuss the security of our optimization of financing structure of the housing system in the PPP mode.Research shows that: first of all,in recent years,with the continuous expansion of the size of China's urban population,the investment scale of our government in the field of affordable housing is constantly expanding.The main financing modes of indemnificatory housing in China include central financial allocation,land leasing,commercial bank loans,housing accumulation fund and social capital.Developed regions at home and abroad in the practice of financing affordable housing construction projects in the mainland of China for affordable housing PPP financing system perfect enlightenment include: the introduction of third party investment subject,sharing or transfer of construction and operation of responsibility;the establishment of specialized management agencies,to perform the functions of the government and to achieve the dual purpose of market economy needs improve the system of legal norms;guarantee financing mode of housing construction PPP.Secondly,including the PPP model in the advantage of affordable housing financing: ease the financial pressure of the government,improve the project risk control ability,reduce the workload and improve the construction and management of affordable housing construction and operation efficiency.The disadvantages of the PPP model in the financing of indemnificatory housing include: the government chooses the investment,the construction subject has the risk,and the coordination between the government and the main bodies is difficult.The opportunities of PPP mode in indemnificatory housing financing include: national policy support,commercial housing market,supporting environment for supporting housing construction,and continuous improvement of financial market.The threat of PPP model in the financing of affordable housing includes: lack of effective regulatory system,lack of legal basis and legal protection,moral hazard.Thirdly,the case analysis shows that the PPP mode in Dongguan city ecological park public housing project,for the government of revenue mainly for the long-term economic benefits,fulfill government functions,social image and the introduction of talent income;private sector earnings showed a direct economic benefits,management experience,brand revenue income;commercial bank earnings is the government or corporate interest payments.Finally,promote the optimization of the PPP,the financing structure of affordable housing system should be improved from the aspects of policy and Law: financing structure optimization,improve PPP financing supervision system,optimize the operation process of PPP financing mode and other aspects.
