| With the high speed development of China’s economic, enterprises which have the ability oftransnational outward direct investment are increasingly. However, by the end of2009, the subjectof outward investment are still large state-owned enterprises, private smes which account for95%of the whole country’s enterprises are beset with difficulties in the road of transnational investment.Guiding private enterprise cluster outward investment and playing to the advantage of cluster arebecome new way of reducing the investment risk and improving the success rate of go out.In this paper, we used the industrial agglomeration mature theory and took example byMicheal Porter’s national competitive advantage analysis method, in order to study the clusteradvantages formation mechanism of private enterprises’ outward direct investment. The resultshowed that the cluster’s outward direct investment brought six aspects of advantages toenterprises, such as cost, innovation, specialized resource, information, regional brand and scale.That’s to say, through cluster outward direct investment, we can reduce investment risk, enhancethe competitive advantages of the enterprises and increase the success rate of enterprises to go out.On that basis, we investigated and verified the private enterprises’ outward investment ofZhejiang province. We used case analysis and questionnaire approach respectively, exploredcurrent situation, characteristics and problems of the enterprises to go out. Questionnaire approachwere faced four district such as Wenzhou, Taizhou, Zhenhai District of Ningbo and Ninghai ofZhejiang province, recover178effective papers. We found that although the number of theoverseas enterprises of Zhejiang province occupied first place in the whole country whichaccounted for nearly one-thirds, and the number of foreign economic and trade cooperation whichacted as cluster outward direct investment carrier platform owned by Zhejiang province was alsothe maximum in the whole country, the vast majority of them were not cluster to go out, andZhejiang enterprises in foreign cooperations were not so many.In order to explore the factors affecting the private enterprises’ outward investment, andunderstand the real appeal of the private enterprises’ outward investment, we used questionnaire data to make deep analysis. The result showed that the vast majority of private enterprises all hadintentions of outward investment, but82%of them were also worried about the capital financingproblems after going out,79%of them hoped the government could publish practical preferentialpolicy support to help them go out successfully,66%of them paid attention to the experience andevaluation of the same industry, and64%of them did not know about foreign cooperations’informations. Private enterprises of Zhejiang province were not very serious about the productinnovation and international talents; they lost sight of long-term advantages of cluster, which fullyexposed the nearsightedness of pursuing interest of the private enterprises, which made the authorworried. Those factors all restricted the outward direct investment of the private enterprises cluster.At last, from the perspective of supporting the expansion of the foreign economic and tradecooperation and accelerating the pace of private enterprises cluster’s outward investment,according to the private enterprises’ real appeal, the author gave specific policy suggestions fromfive aspects, such as publicity efforts, financing channels, talents training, trade associations andleading enterprises’ support. |
