It is a common sense that water is important natural resource to human beings. As thepopulation grows and economy develops, people need more and more water. The increment ofwater consumption is more than increment of other resources’. The limitation of Water supply andthe increase of water demand become an acute contradiction. Sustainable Utilization anddevelopment of water resource, that is to supply water for the development of industry andagriculture、human’s daily life and ecological environment in an area to maximize social、economicand ecological environmental benefit, is a problem that calls for immediate solution.Generally speaking, developing what industries in an area is subject to both the increment ofeconomy and the impetus that the industry could give. And the water resource is not the primaryissue to consider. After doing both out and inside China literature reviews of rational distribution ofwater resource and industry development with water resource, the author learns from experienceand develops a new method for industry selection. That is, first, under the condition ofsupply-demand balance of water resource, it makes the limitation of water resource to be theprimary criterion to classify all the industries. Then, it takes the impetus that the industry couldgive to be the second criterion to decide which kind of industries or even detail business to select.This is a reference for the selection of industries in an area.The paper takes Hangzhou Bay New Zone as research object, uses forecast of supply-demandresults of water resource in different time to find out the water utilization problems in the area’slong-term development. Looking for a different path that water resources and economy are bothcared. It uses input-output model and theory of multiplier to classify the country’s42industriesinto4categories by the utilization and utilization benefit of water resource. Among these4categories, it picks textile industry, chemical industry, ordinary equipment manufacturing industry, transport equipment manufacturing industry and electromechanical and equipment manufacturingindustry as industries of high efficient water use and high area’s economy driving by calculation ofboth coefficient of economy pulling up and coefficient of economic scale. With the result aboveand development goal of Hangzhou Bay New Zone, it presents some suggestions about industrydevelopment of Hangzhou Bay New Zone, in different time and rational utilization and protectionof water resource.
